I am basing that on the fact that there is a separate waistband as opposed to the earlier "Hollywood waist". The fabric used leads me to think these may have been made to be worn as part of formal day attire with a morning coat. However, classic formal day trousers would not have turn up cuffs. These trousers have a single pleat on each front, straight column legs and turned up
